Electrical Grounding Systems – An Overview
Biography:
Steve Parks has over 45 years of distinguished experience in the power system industry. He is a recognized expert in electrical systems and professional development. His comprehensive background encompasses hands-on experience as a power system maintenance lineman, electrical design engineer, and system studies expert. His technical expertise includes short-circuit analysis, selective coordination, load-flow assessment, arc flash analysis and mitigation, harmonics, medium and high voltage cable testing, and system apparatus testing and maintenance.
In his current role, Steve leads transformative initiatives in ERS training and employee development programs. As a Technical Editor for NETA World and active contributor to NETA Test Specifications updates, he continues to shape industry standards and best practices.
Educational Background includes a Bachelor's Degree in Electrical Engineering - Purdue University, Master's Degree in Electrical Engineering - Purdue University and Master of Business Administration - Indiana Wesleyan University
Steve's foundation in electrical systems was established during his 14-year active-duty service with the U.S. Air Force, where he progressed from Staff Sergeant (high-voltage lineman) to Captain, ultimately serving as an Instructor of Electrical Engineering at the Air Force Institute of Technology.

Dr. Haijun Liu of ETAP
Ground Grid Design and Electric Shock Protection
Biography:
Dr. Liu has more than 40 years’ experience in electric power engineering. He received his PhD from the University of Wisconsin, Milwaukee. Before joining ETAP, Dr. Liu was with Cooper Power Systems as a senior power engineer. He is now a Senior Principal Electrical Engineer, Vice President of Research and Development and Division Manager of Cable & LV Systems with ETAP. He has been with ETAP for 23 years.
Dr. Liu’s research interest includes electric power system modeling, simulation, and software development. He is a registered Electrical Professional Engineer in California. He is an IEEE senior member and Associate Editor of IAS.
Mike Stone of NEMA
Grounding Electrode Systems and Service Grounding
Biography:
Mike is the NEMA West Coast Technical Field Representative since 2012. He has represented NEMA on Code Making Panel 1 for the 2017, 2020, 2023 and 2026 National Electrical Code cycles. He also serves on the Plumbing, Electrical, Mechanical and Energy Code Advisory Committee (CAC) and the CAL Green CAC for the California Building Standards Commission. Prior to his tenure with NEMA, he worked for over 25 years for building departments on the Central Coast of California.
Shen Yoon of Cummins
Grounding Recommendations for On-Site Power Systems
Biography:
Shen joined Cummins in 2018 and is currently based out of San Leandro, California. Shen helps consulting engineers and contractors across Northern California with emergency power system design and installation recommendations. Shen earned his bachelor’s degree in mechanical engineering from the Georgia Institute of Technology in Atlanta.
Rogerio Scharlach of Schweitzer Engineering Laboratories, Inc.
Generator Stator Ground Fault Protection
Biography:
Rogerio C. Scharlach received his Bachelor of Science in Electrical Engineering (BSEE) from the University Mackenzie in São Paulo, Brazil, in 1991. He began his career at Siemens, where he spent nearly 13 years working in both Brazil and the United States as a commissioning and field service engineer. His work focused on power generation, transmission, and distribution systems. In 2005, Mr. Scharlach joined Schweitzer Engineering Laboratories, Inc. (SEL), where he currently serves as a Principal Engineer in the Sales and Customer Service Division. He brings extensive field experience and technical expertise to his role, supporting customers with advanced protection and control solutions. He is a Senior Member of the IEEE.
James Tuccillo of Pacific Gas and Electric Company
Distribution Feeder High Impedance Ground Fault Testing, Findings, and Mitigation Strategies
Biography:
With 15 years of utility power systems engineering experience in roles of increasing leadership, James has built a foundation as a leader within distribution operations and engineering. After spending the first half of his career in control center operations, James now manages the distribution engineering team at PG&E which is responsible for capacity and reliability asset planning as well as distribution protection. He currently is the lead engineer on PG&E's Enhanced Powerline Safety Settings program which has become a critical initiative to mitigate wildfire ignition risk on the distribution system.
James is passionate about building teams and developing the next generation of engineers and leaders that will ensure the future of the electric grid is able to safely deliver energy for customers and meet California’s energy goals. James holds a bachelor’s and Master’s Degree in Electrical Engineering from California Polytechnic State University, San Luis Obispo and is a registered Professional Engineer in California.
